whether it is duty of the citizen to have empathy on the officers or the vice versa
when a parents call the police regarding the missing child.. its duty of the officers to inform, though they wont look at the case immediately - telling the reason
eg 99 out of 100 cases.. the child show up by the morning, hence we wont take the case immediately. but not so here.. they say n number of reasons beforing registering a single fir..
